Business activities these days have been increasingly dependent on a network due to rapid spread of broadband network services in a daily life and penetration of the Internet business. Amid the above-described change of circumstances of a network, the network operation and management has been getting burden because of fast-growing network traffic and increase of numbers of and sorts of network devices. Network design as well as operation and management is also getting complex, and there is much demand for the flexible and integrated network operation and management systems toward broadband network era

Power utility companies and other business enterprises develop and operate their network management systems on their own, and will be likely to make them sophisticated and integrated in the future. On the other hand, sign of rapid spread of the wired network tightly tied with the wireless one and a ubiquitous network can be seen as broadband network services become prevalent. Thus, the network operation and management considering from varieties of viewpoints different from conventional one is strongly required.

Telecommunication technology committee in the Institute of electrical engineers of Japan established “Investigating R&D committee on network operation and management technology in a broadband network era,” which studied resent status of various network operation and management technology from October in 2003 through September in 2005. It revealed current situation and issues of network operation and management in power utility companies, traffic measurement technology, and traffic engineering as well as standardization activities and product development and implementation of network operation and management. Network operation and management technologies of a B-PON system and an optical network have been studied, and the perspective of future network operation and management was obtained.
