Security management system for water facility: A survey on the current situation of security practices for water facilities in Japan

The committee reported "Security management system for water facility" in 2007. In these 8 years from the last report, needs for water system has been changed to prepare for new environment in the market including a facility elimination and consolidation for municipality merger and developing infrastructure management system for smart grid and smart city. There is a greater needs for the open system including a cloud system with ICT than conventional closed system just for water plant. Resurvey on the current situation and issues of security practices for water facilities is important under circumstances that changing the needs from closed systems with lower security risks to open systems with higher security risks, and incidence of cyberattack for water facility.

Against such a background, the expert committee on survey on the current situation and issues of security practices for water facilities in Japan has been set up for two years from May 2013 to April 2015. The committee investigated and analyzed the current situation of global technical trend, technical standardization and security practices from the results of a questionnaire targeting water system operator. In addition, the committee investigated also change in awareness for security management system from the result of some questionnaire as same as the last survey.

In this technical report, the committee has compiled@recommendations and considerations for designing security management system based on the result of this survey.
