In order to reduce global warming and environmental burden, renewable energy sources (RES) such as photovoltaics (PV) and wind turbines (WT) have been rapidly increasing all over the world. It is concerned that power system frequency might be deviated by intermittent output fluctuations of massively penetrated RES. So far, most of studies to resolve the issue have been actively performed based on computer simulation. Then this committee aims to provide the common models and platform for the simulation studies regarding with automatic generation control (AGC) included speed-governing, load frequency control (LFC) and economic load dispatch control (EDC).
In this report, firstly, the needs and techniques for AGC simulation are investigated. Secondly, according to the investigation, the following fundamental component models consisting of AGC are developed: (1) demand, (2) RES (PV and WT), (3) power plant control system (thermal and hydraulic), (4) EDC and LFC, (5) system inertia dynamics and etc. Finally, several simulation examples based on the "IEEJ AGC 30 model" which is composed of the developed component models are illustrated. The setting for the simulation examples, the basic responses of the component models and the evaluation of the results are also described. The committee anticipates that the developed models will be widely used as a common platform for AGC simulation. The IEEJ AGC30 model made with MATLAB/Simulink would be sold with CD-ROM as an extra option (not included in the report).
