Since the protective relay system technology is a highly advanced and specialized technology into which various technology areas are integrated, the expansion of engineers' views and the effective fostering of protective relay system engineers who support the next-generation are a major issue for electric power companies and manufacturers. Until now, the investigations for systematization of technology and technical book maintenance and the spread of technology by professional workshops have been developed, and consequently, significant results have been obtained in the fostering of protective relay system engineers of middle-class or above. However, it is not sufficient in terms of an improvement in the degree of recognition by students, or the fostering of beginner-level engineers who are only just engaged in protective relay businesses.
The Investigation R&D Committee is participated by universities, technical colleges, electric power companies, the Electric Power Development Company, the Central Research Institute of Electric Power Industry, and manufacturers. It investigated the educational realities and the issues associated with human resource development with beginner-level engineers in electric power companies and manufacturers in mind, and also organized the methods for beginner-level engineers to acquire fundamental technologies effectively from a very wide perspective. As a result of the investigation, the factor of "inaccessibility" beginner-level engineers experience for the protective relay system technology is not related to its expertise but rather the gap between the fundamental education level and the proficiency level of beginner-level engineers that was caused by an increase in the amount of knowledge and technologies to be acquired, and a decrease in the opportunities to learn such as a decrease in OJT opportunities due to a change in the environment surrounding the electric power industry. As a solution to this issue, an introductory book was prepared in this technical report, aiming at carefully following up an introductory part such as the background and objective among fundamental knowledge and technologies, thereby filling the gap through the self-learning of beginner-level engineers. The introductory book also takes into consideration the use in educational sites such as universities.
